Meanwhile, Russian President Vladimir Putin and his senior officials indicted by the International Criminal Court remain fugitives from international justice.<\/p>\n\n\n\n<p>\u201cDespite the ongoing aggression, international resolve to oppose Russia\u2019s crimes under international law and support its victims has come under increasing strain in recent months, particularly since the beginning of Donald Trump\u2019s presidency.Commitments to justice and human rights are weakening&nbsp;as powerful actors&nbsp;grow&nbsp;emboldened to disregard international law and&nbsp;further erode the rules-based order.&nbsp;<\/p>\n\n\n\n<p>\u201cWe see this in rhetoric minimizing Russia\u2019s responsibility for serious violations, and in proposals suggesting that impunity for aggression and other crimes is an acceptable price to pay to end the fighting. We also see it in the reckless, unchecked attacks on the International Criminal Court, and in recent limitations in assistance to Ukrainian refugees, with some states suggesting that parts of the country are now safe for return.&nbsp;<\/p>\n\n\n\n<p>\u201cInjustice must be addressed, not normalized. Impunity must be challenged, not embedded in peace proposals.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><div style=\"position:relative\"><img decoding=\"async\" src=\"\/wp-content\/uploads\/2026\/02\/306578-1024x576.png\" alt=\"\" class=\"aiic-ignore wp-image-7162\" \/><\/div><figcaption class=\"wp-element-caption\">\u0415\u0440\u0456\u043a\u0430 \u0413\u0435\u0432\u0430\u0440\u0430-\u0420\u043e\u0441\u0430\u0441, \u0441\u0442\u0430\u0440\u0448\u0430 \u0434\u0438\u0440\u0435\u043a\u0442\u043e\u0440\u043a\u0430 Amnesty International \u0437 \u0434\u043e\u0441\u043b\u0456\u0434\u0436\u0435\u043d\u044c, \u0430\u0434\u0432\u043e\u043a\u0430\u0446\u0456\u0457, \u043f\u043e\u043b\u0456\u0442\u0438\u043a\u0438 \u0442\u0430 \u043a\u0430\u043c\u043f\u0430\u043d\u0456\u0439<\/figcaption><\/figure>\n\n\n\n<p>\u201cUkrainian civilians continue to endure daily indiscriminate attacks. Critical infrastructure indispensable for survival has been relentlessly destroyed, placing millions of lives at risk. Russian forces continue to&nbsp;<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/03\/russia-ukraine-ill-treatment-of-ukrainians-in-russian-captivity-amounts-to-war-crimes-and-crimes-against-humanity\/\">torture prisoners of war<\/a>, and terrorize and&nbsp;<a href=\"https:\/\/www.amnesty.org\/en\/documents\/eur50\/6136\/2022\/en\/\">deport civilians in the territories they occupy<\/a>,&nbsp;<a href=\"https:\/\/www.amnesty.org\/en\/wp-content\/uploads\/2024\/10\/Public-statement-Teachers-Ukraine-1.pdf\">subject teachers to forcible labour<\/a>, and&nbsp;<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2023\/09\/ukraine-russia-new-history-textbook-is-a-blatant-attempt-to-unlawfully-indoctrinate-school-children-in-russia-and-russian-occupied-ukrainian-territories\/\">indoctrinate children<\/a>&nbsp;and deny them their identity. All the while, Moscow demands control over more Ukrainian territory as part of \u2018peace negotiations\u2019.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-default has-black-color has-text-color has-medium-font-size is-layout-flow wp-block-quote-is-layout-flow\" style=\"text-transform:none\">\n<p>The world must not forget that since Russia\u2019s occupation and illegal annexation of Crimea 12 years ago, it has brought devastation and immense suffering to the people of Ukraine, both in the occupied territory and beyond. Millions have been displaced, countless families have been left homeless, and far too many lives lost. Russia\u2019s aggression \u2014 a crime under international law \u2014 has tested not only the courage and resilience of Ukrainians, but also the resolve of the international community to uphold human rights and ensure justice.<\/p>\n<cite><em><strong>Erika Guevara-Rosas, Amnesty International\u2019s Senior Director for Research, Advocacy, Policy and Campaigns<\/strong><\/em><\/cite><\/blockquote>\n\n\n\n<p>\u201cAny pressure on Ukraine to compromise on accountability for war-related crimes or to accept Russia\u2019s territorial and other demands is as morally repugnant as it is unlawful. There must be no impunity for crimes under international law, and such crimes carry no statute of limitation.<\/p>\n\n\n\n<p>\u201cThis is a critical moment for humanity. The resolve of the international community must not falter.
